Governor Burhan is the governor of the Bridge Alliance city on the Teer Fradee - Hikmet. His overall mission, aside from managing Bridge Alliance territories on the island, is searching for a cure for the Malichor and providing Alliance scientists with the means necessary to achieve this goal. However, the Alliance's approach to the island and the Natives, whom they consider inferior savages, has prompted conflict and ongoing war with different Native clans.

Governor Burhan was born in Al Saad in 164 after the foundation of the Alliance to a powerful family. He was first renowned as a great mathematician and philosopher before turning his attention towards diplomacy. Overall, he is reasonable and practical but also not beyond using any means necessary to achieve the Alliance's goals on the island.
According to De Vespe files gathered on Burhan, he has a rival named Kurnaz who is growing in power on the continent and wishes to replace Burhan. Additionally, files indicate supporting Native rebels in the war against Alliance could be used against him.
